The Virgin Islands Climate Change Trust Fund (VICCTF) is committed to supporting initiatives that strengthen climate resilience and contribute to the long-term wellbeing of the Virgin Islands.
On 3 September 2026, the VICCTF launched its inaugural funding programme:
Community Resilience Call for Proposals (CFP-1)
Capacity Building Call for Applications (CFA-1)
Eligible organisations are invited to apply for funding for initiatives and projects that contribute to the VICCTF's vision of Creating the World's First Climate-Smart Island Chain.

ELIGIBILITY
The Trust Fund welcomes proposals from entities that are based in the Territory and whose projects and initiatives support climate adaptation, mitigation and related initiatives that benefit the Virgin Islands.

Governmental Entities

Educational and research institutions

Statutory bodies

Private sector businesses (including Micro, Small and medium Enterprises)
All applicants must demonstrate the legal capacity to enter into an agreement with the Trust Fund and the organisational ability to successfully implement and manage the proposed project or initiative. Interested applicants are encouraged to register through the Partnership Registration & Tier Rating System. to receive confirmation of eligibility and a tier assignment.
Specific eligibility and documentary requirements are clearly stated in the digital Partnership registration and Concept Note application forms and should be reviewed carefully before submission.
Using AI Tools to Prepare Your Application
To help applicants prepare, the Trust supports the use of AI tools and has made available official documents to be used. This keeps things fair — every applicant works from exactly the same information, and every question asked during the Call is published with its answer for everyone to see.
Your own application must always reflect accurate, original information — AI tools are for guidance only. If anything is unclear, the applicant help desk remains available.
APPLICATION PROCESS FOR CFP-1
STEP 1
Register & Recieve your Tier Rating: All organisations wishing to apply for funding under CFP-1 must first complete the Partnership Registration & Tier Rating Assessment
The assessment helps the Trust understand your organisation's current capacity and assigns a Tier Rating (Tier 1–4). Your Tier Rating establishes the maximum amount of funding your organisation is eligible to apply for under CFP-1.
Following submission, you will receive confirmation of your Tier Rating and maximum funding eligibility.
The assessment will also help the Trust identify organisational capacity-building needs that may be eligible for support through the Capacity Building Call for Applications (CFA-1).
Prepare & Submit your Concept Note - Once you have completed the Partner Registration & Tier Rating Assessment, the next step is to prepare and submit your CFP-1 Concept Note Application.
Concept Note Deadline: 23 September 2026
Important: The online Concept Note Application Form does not autosave. We therefore strongly recommend that applicants first download the Word version of the Concept Note Application Form and use it as a working document to prepare and save their responses.

Once your responses are complete, transfer them to the online Concept Note Application Form and submit your application by the deadline above.
STEP 2
STEP 3
Concept Note Assessment: Following the deadline, eligible Concept Notes will be assessed against the VICCTF's established evaluation criteria.
Concept Notes must achieve a minimum assessment score of 75 points to be eligible to advance to the Detailed Application stage. Applicants achieving more than 50 points but falling below the required threshold will receive a gap report identifying areas that may be strengthened and given an opportunity to resubmit.
This initial assessment is designed to determine which proposed projects are sufficiently aligned, viable and developed to proceed to the next stage of the funding process.
Applicants will be notified of the outcome of the Concept Note assessment. Only successful applicants will be invited to proceed to the Detailed Application stage.
STEP 4
Detailed Application (By Invitation Only ): Applicants whose Concept Notes are successful will be invited to complete a Detailed Application for funding under CFP-1, within the maximum funding amount established by their Tier Rating.
Detailed Application Deadline: 14 October 2026
​The Detailed Application Form and instructions will be provided directly to invited applicants only.
STEP 5
Review, Board Decision & Grant Agreement: Detailed Applications will be assessed through the VICCTF's formal review process.
The Review Committee will assess eligible applications and make recommendations to the VICCTF Board of Trustees, which is responsible for final funding decisions.
Successful applicants will be notified directly and invited to enter into a Grant Agreement with the VICCTF. The Grant Agreement will establish the applicable funding conditions, reporting requirements, milestones and accountability obligations.
