CALL FOR PROPOSAL

The Virgin Islands Climate Change Trust Fund’s inaugural Call for Proposals (CFP-1) is underway, marking an important step in mobilising local action to strengthen climate resilience across the Virgin Islands.
 

The first stage of the application process opened on 3 September 2026, inviting eligible entities to submit Concept Notes for projects that respond to the Territory’s climate resilience priorities. The Concept Note submission period closed on 23 September 2026, and applications are now being reviewed for eligibility and alignment with the requirements of CFP-1.
 

Eligible applicants will be invited in early October to progress to the next stage and submit a Detailed Application, with a deadline of October 2026.

Through this inaugural funding programme, the VICCTF is making US$900,000 available for Community Resilience Grants, supporting practical projects that strengthen the resilience of our communities, ecosystems and economy. A further US$100,000 is available through Capacity-Building Grants to help eligible entities strengthen their capacity to participate in climate action that benefits communities across the Virgin Islands and better prepare for future funding opportunities.

APPLICATION PROCESS FOR CFP-1 

STEP 1

PARTNERSHIP REGISTRATION & TIER RATING

All entities wishing to apply for CFP-1, or future funding opportunities through the VICCTF, must first complete the Partnership Registration & Tier Rating Assessment. 

An entity’s Tier Rating establishes the maximum amount of funding that entity is eligible to apply for. Following submission of the Partnership Registration & Tier Rating Assessment, partners receive confirmation of their Tier Rating and maximum funding eligibility.

PREPARATION & SUBMISSION OF CONCEPT NOTES
Once an entity had completed the Partnership Registration & Tier Rating Assessment, the next step was to prepare and submit the entity's CFP-1 Concept Note Application.

The Concept Note submission deadline was 23 September 2026 at 11:59 p.m.

DETAILED APPLICATION SUBMISSION (BY INVITATION ONLY)

Following eligibility screening of Concept Notes, eligible applicants will be invited in early October to proceed to the Detailed Application stage.

Detailed Application Deadline: October 2026

The Detailed Application Form will be provided directly to invited applicant.

What happens after I submit my Detailed Application?

The Secretariat prepares the eligible Detailed Applications for assessment by the Review Committee. The Review Committee assesses each invited proposal against the approved criteria and makes reasoned recommendations to the Board of Trustees. The Board of Trustees makes the final grant award decisions.

Grant awards will be published to the public grants register before funds are disbursed.
 

Good to Know

  • A shortfall is not a dead end: At each applicable check, applicants may receive a gap report identifying information or requirements that need to be addressed and may have an opportunity to correct the gaps and resubmit within the Call window.

  • Assessment support: Screening and assessment are supported by AI software as an advisory baseline only. The Review Committee owns every assessment, the Board makes every award decision, and no application is declined on the AI score alone. Applicant information is handled under confidentiality undertakings and Virgin Islands data protection law.

  • Using AI to prepare your application: The website’s AI Help section identifies the Call documents that applicants may use with AI tools and provides guidance on their use when preparing an application. Applicants remain responsible for the accuracy and completeness of everything submitted.

  • Complaints and grievances: Anyone may raise a concern about the process, without penalty, through the grievance mechanism available on the VICCTF website.

  • Funds: Grants are not made directly to individuals. All funding amounts are in USD, and payments are made by electronic bank transfer only.
