Capoons Bay / Apple Bay Coastal Defence System

A Climate-Resilient Marine Spatial Plan will guide the protection and sustainable use of the Virgin Islands’ marine environment. It will define key zones for conservation, fisheries, recreation, and development—supporting climate resilience while enabling a balanced blue economy.

Introduction

Capoons Bay and Apple Bay are residential and small-scale tourism communities along the north shore of Tortola with a coastal road that is a key part of the island’s primary road network. The coastal road and adjacent properties are highly vulnerable to flooding and inundation from storm surge and sea level rise. During 2017 category 5 Hurricane Irma, the coastal road in these communities was entirely washed out, limiting access to these important communities.

The Impact

This project will result in the construction of a coastal defence system, comprised of a rock armor revetment and reinforced concrete gravity sea defence wall, to protect the coastal road in Capoons Bay and Apple Bay. The sea defence system will be complemented by sidewalks with integrated drainage and complete re-engineering and reconstruction of the coastal road.

The project scope will include engineering review of existing project designs to ensure resilience to storm surge from at least a category 4 hurricane.
