Chamberlain Emmanuel is Director of the Environmental Sustainability Division at the OECS Commission and a member of its Leadership Team. He leads regional programmes focused on green, blue, circular, low-carbon, and climate-resilient development across Small Island Developing States. With over 24 years of experience, he specialises in strategic leadership, partnerships, and sustainable development initiatives in the Eastern Caribbean.

Edward is a Chartered Surveyor who established the commercial department at Smiths Gore and expanded its Caribbean operations. He specialises in island sales, asset management, and development consultancy for high-net-worth clients. He is also a Board Member of Green VI and Chairman of the Virgin Islands Climate Change Trust Fund, with a long-standing interest in marine and environmental issues.

Angela Burnett-Penn is Director of Environment for the Virgin Islands and a climate change and urban planning professional. She previously served as Climate Change Officer for the Territory, leading key policy development including the first Climate Change Policy and major adaptation initiatives. She holds degrees from Brandeis University and Rutgers University and has also worked on large-scale climate adaptation projects in Saint Lucia. Angela is a global climate advocate and co-developer of the Virgin Islands Climate Change Trust Fund.
